Ashgabat, 8 October 2020. The next round of the online workshops for the teaching staff of the Academy of Civil Service under the President of Turkmenistan (AoCS) was dedicated to the topic: “Implementation of the Master’s Program: The experience of the Academy of Public Administration (APA) under the President of the Republic of Kazakhstan”. The workshop took place in the conference hall of the AoCS with an interactive involvement of representatives of the both Academies. The event was organized within the framework of the EU funded project “Support for Public Administration Capacity Building in Turkmenistan” with an online participation of the Rector of the APA Mr. Yerlan Abil.
The project had initiated the long friendly relationship between the AoCS and APA organizing several rounds of working visits to learn the Kazakh practices in the implementation of the Master’s Program in public administration (MPA). Organized workshops and trainings for the teaching staff of the AoCS and other stakeholders with the participation of Kazakh experts resulted in the development of several MPA program modules.
During the workshop, the project international expert Mr. Yerlan Abil made a presentation on the general overview of the organization of the educational process for postgraduate education programs in APA. The expert spoke about the interaction of structures within the educational process, information platforms for the educational process where he pointed out some online teaching methods and evaluation programs like canvas, turnitin, platonus. Mr. Abil shared with the participants the experience of the APA related to internal documentations, Academy grading system, the culture of academic integrity, exclusivity with an excellent score of 90-100%, an example of an assessment criterion (in each syllabus), new approaches- development of competencies from the stages of selection of applicants to graduation of students and competence approach in training civil servants.
To familiarize the participants with the distance learning practices of the APA, Mr. Dauren Nurgojin – the Assistant of the Office for the Development and Coordination of Educational Programs, demonstrated the web page of the Academy, where all the teaching materials were available in video clips with participation of respective lectures. Mr. Nurgojin spoke about training programs, software, specifications and requirements from teachers and students, what are the risks and problematic points of remote learning in details.
During the discussion session, participants discussed about competencies, plagiarism, process and methods of evaluation of written works of the students and compared the APA practices with the AoCS’s.
The productive workshop was concluded with discussions and plans for the new academic year, as well as with expression of mutual readiness for further cooperation.
