Workshop on Development of a Master’s Programme in Public Administration For The Academy of Civil Service under the President of Turkmenistan (MPA workshops)

Ashgabat, 14-15 June 2019.Two-day workshop was organized by EU funded Project “Support for Public Administration Capacity Building in Turkmenistan” in Gala Cultural Centre.  Project International and National Experts as well as project partners got together for the fifth round of the MPA workshops to present and discuss the works and achievements in Development of a Master’s Program in Public Administration.

The workshop was aimed at enhancing the institutional and training capacities of the Academy of Civil Service under the President of Turkmenistan (AoSC) and other stakeholders through development of modern training programs.

Participants of the workshop were the representatives of AoSC and other stakeholders like Ministry of Foreign Affairs of Turkmenistan, Ministry of Finance and Economy of Turkmenistan, Ministry of Education of Turkmenistan, the Turkmen State University named after Magtymguly, International University for the Humanities and Development, Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.

Presence of the respected guest Mr. Lubomir Frebort, Charge d’Affaires of the European Union in Turkmenistan was a great honor for the workshop. In his opening speech he noted that Turkmenistan may count on future support from EU and shared with the participants the EU strategic plans for the Central Asian countries as well as Turkmenistan.

The first day of the workshop started with a brief presentation of the Project Expert Eduard Zakharchenko about MPA program. The event covered important topics like Regulations on admission, practice and research work of the MPA program for AoCS presented by the project coordinator Babahan Berdiyev. The Project Expert Harry List presented the topic on Development of Skills for a High Performing Civil Service: Best Practices from the OECD countries. Active day ended with questions and discussions.

The second day continued with presentation of Mr. List about HRM curriculum and allocation of ECTS to subtopics. He also presented his handbook for Human Resource Management.

Economic curriculum and allocation of ECTS to subtopics were presented by the Project Expert Axel Koetz. The Project Expert Tavus Mollayeva presented specific aspects of Administrative Procedure Curriculum, taking into account international practice.

MPA workshops, organized within the framework of the EU funded Project serve as a platform to successful development and implementation of MPA program for AoCS and will further support the Academy in developing its potential.
