ASHGABAT, the next round of the workshops on Human Resource Management and Development was conducted for the Human Resource staff of the Ashgabat city hyakimlik. The workshop was organized by the EU funded project “Support for Public Administration Capacity Building in Turkmenistan” with the online participation of the project international expert Mr. Harry List. The event took place in the premises of the Academy of Civil Service under the President of Turkmenistan approximately with twenty participants.

The aim of the workshop was to provide a support for professional development and development of new skills and competencies of managers and employees of Human Resources Departments of the Ashgabat city administration.

The project senior expert Mr. Harry List presented the most important and trending topics in HRM field. The presentation consisted of four sessions and covered the following topics: History, Development of HR concepts and practices, Roles and Responsibilities of HR Department and Managing staff, Strategic Workforce planning, recruitment and selection, Training cycle, Managing competences, Health and safety at the working place and Performance Management. After each session, participants got individual tasks and took part in group activities.

During the workshop, participants discussed with the expert some issues related to the Labour legislation, challenges in HR, training and development in details. They spoke about digitalization and new HRM programs and shared with the expert their opinion on improving the routine activities of HR department, the importance of HR expert unions and learning the international practices.   

The participants evaluated the workshop as good and very useful for their work. The participants proposed to organize practical and short-term training courses for HR staff in Turkmenistan introducing step-by-step approaches of modern Human Resource Management and Development. The proposal was welcomed and taken into consideration by the project management for its implementation within the near-term project activities.
