The European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” jointly with Academy of Civil Service under the President of Turkmenistan (AoCS) launched the short-term training courses in Master’s Degree Program in Public Administration. The short-term training courses in MPA Program are launched to test the effectiveness of the developed modules and to get the expert opinion of the professionals to prevent any difficulties in actual implementation.
More than twenty specialists from different partner institutions like AoCS, Parliament of Turkmenistan, Ministry of Justice of Turkmenistan, Ministry of Education of Turkmenistan, Ministry of Finance and Economy of Turkmenistan, Ministry of Labour and Social Protection of Population of Turkmenistan, Ministry of Agriculture and Environmental Protection of Turkmenistan, Ministry of Culture of Turkmenistan, Ministry of Textile Industry of Turkmenistan, State Bank of Turkmenistan, State Committee on Statistics of Turkmenistan, State Insurance Organization of Turkmenistan, “Turkmenstandartlary” Main State Service, State Committee of Turkmenistan on Television, Radio Broadcasting and Cinematography, Ashgabat City Hyakimlik, Ahal Velayat Hyakimlik, Turkmenaragatnasyk Agency participate in the short-term trainings in MPA Program.
Piloting courses will last for one and half months and take place in AoCS as well as be conducted online in the working places of the participating specialists. The training program consists of sixteen subjects including, Theory of Public Administration and Comparative Public Administration, Administrative Law, Analysis of State Policy, incl. Impact Assessment of Governmental Programs, Local (self-government) and regional governance, Organizational management, Management psychology, Strategic planning, E-government, Civil Law, Economic Law, Ethics of Civil Servants, Human Resource Management, Public Finance, Research Methods, Environmental Management, Microeconomics and market relations.
The first training session covered the subject “Management psychology” and was lectured by the senior lecturer of the AoCS, Babahan Berdiyev. The lecturer presented the ways of the successful management and management criteria, where he spoke about the ethics, individuality, as well as status. Then the lecturer differentiated the management into different levels and explained each level in details. Participants of the training actively discussed the delivery techniques and accessibility of the materials of the module on Management Psychology. In general, the elaborated module of the current training session got a positive feedback from the participants. It is expected that the piloting the MPA Program will make a basis for the future MPA Program and prepare the lecturers for its real implementation
