Folkert Milch

Key Expert 1: Team Leader

A highly qualified expert in public administration and civil service reform. Mr. Milch leads the PAR project since its beginning in September 2016.

Mr. Milch has more than 25 years of professional experience, posses a
State exam in Law from Rheinische Friedrich-Wilhelms-University (Bonn). Additionally, he studied governmental administration and public administration reform at the German University of Administrative Science in Speyer. He is also Lawyer and member of the German Bar Association

Eduard Zakharchenko

Key Expert 2: HR Management and Training

Mr. Zakharchenko joined the project in April 2018 and he is in charge of HR Management and Training in PAR project. His technical input spreads across all components.

Mr. Zakharchenko holds a MA in Political Science from the National University of ‘Kyiv-Mohyla Academy”, Ukraine and MSc in Regional and Urban Planning Studies from the London School of Economics and Political Science. He has 15 years of professional experience in the area of public administration, including 10 years in the field of human resource management, design and implementation of training systems and programmes.

Ivelina Dilovska

Project Director

Ms. Ivelina Dilovska has extensive professional experience in project management, working for Human Dynamics since 2000. Ms. Dilovska possesses Masters’ Degrees in Engineering and Business Administration from two Bulgarian universities in Sofia. She is fluent in English, and has a working knowledge of Russian.

Whilst employed by Human Dynamics, she was directly involved in numerous EU-funded projects undertaken by the company, having the overall responsibility for their smooth, timely and successful implementation.

Georgi Kralev

Project Management Support Services

Mr. Georgi Kralev is working for Human Dynamics since 2015. He is in charge of all financial, logistical, organisation and administrative matters regarding Human Dynamics’ currently implemented project portfolio.

Mr. Kralev holds a Master’s degree in European Affairs from Sciences Po Paris and Master’s in International Relations from the University of Paris 1, Pantheon-Sorbonne. He has knowledge of different contracting procedures and is fluent in English and French.
