MPA workshop on the development of competence based training courses – PART 2

The EU-funded project “Support for Public Administration Capacity Building in Turkmenistan” recommenced its activities designed for the development and implementation of the Master’s degree program in Public Administration (MPA). The MPA workshop took place in the premises of the Academy of Civil Service under the President of Turkmenistan (AoCS) with online participation of the project international expert Dr. Klaus Erdmann.

The MPA workshop complemented the earlier conducted workshop on the development of the competence based training courses which in turn enabled revealing of competences of the teaching staff of AoCS.

During the workshop Dr. Klaus Erdmann elucidated to the participants the term “Competence” in details. His presentation covered the sub-topics about competency model, competency dimensions, competencies and modular design, competency based training design, learning taxonomy, modular construction and modular training design. Participants discussed with Dr. Erdman the presented topics and MPA modules developed for the AoCS and they clarified with expert the MPA program concerned issues.

In conclusion, Dr. Klaus Erdmann expressed his expert appraisal, saying “I got acquainted with the draft modules of the MPA program and I must say that, they were professionally developed. You may count on my further full support and assistance in this area”.

The MPA workshops on the one hand introduce modern training methods of MPA programs and new approaches to training of civil servants in public administration, and on the other hand they contribute also to enhancement of the institutional and training capacities of the AoCS.
