Ashgabat, 15 May 2019 – Fourth round of the series of workshops aimed at Training of Trainers (ToT) in Modern Training Methodologies took place during 13-15 May 2019 in Gala Cultural Center. The workshop was organized within the framework of the EU funded project “Support for Public Administration Capacity Building in Turkmenistan” with participation of the Project Senior Expert, Mr. Klemen Belhar.
Teaching staff of the Academy of Civil Service under the President of Turkmenistan, Turkmen State University named after Magtymguly and International University for the Humanities and Development, as well as representatives of other stakeholders like Ministry of Finance and Economy of Turkmenistan and Ministry of Labor and Social Protection of Population of Turkmenistan took active part in the event.
The objective of the workshop was to work on identified needs and objectives for a train the trainer methodology and illustrate a target group oriented training technique by an example.
The three-day training consisted of 3 sessions. On the first day, Mr. Klemen Belhar acquainted the participants with different types of negotiations, and also gave a practical task: “Negotiations in different situations”. This task helped the trainer to identify the negotiation skills of the participants. They familiarized themselves with modern methods of organizing and preparing negotiations, establishing relations and managing the situation.
On the second day of the training, Mr. Belhar spoke about effectiveness and efficiency: about the differences and similarities of these two terms. He shared his personal experience in this area, and also asked participants to give examples from their own lives, regarding effectiveness and efficiency. The day ended with an interesting discussion which involved all the participants.
The third final session was about implementing principles of effectiveness and efficiency in the organizations: public administration, education, enterprises, as well as effectiveness and efficiency as a managerial tool. Then Mr. Belhar engaged participants in experimental exercise. Main purpose of the exercise was to work in-group, first with a leader – “with a boss” and later without a leader – “without a boss”. Participants and the trainer discussed the outcomes of the experiment.
Mr. Belhar’s ToT workshops develop training skills through various new approaches, which at the same time increase trainees’ willingness to conduct similar trainings in their respective institutions. Participants thanked Mr. Belhar for the gained knowledge, recommendations and advices, which they will certainly use in their professional life. They expressed hope for the continuation of such trainings, under his guidance. Such fruitful cooperation and great interest of the trainer and participants create a solid basis for ensuring the sustainability of further activities in the field of capacity building of civil servants in Turkmenistan.
