Ashgabat, 4 June 2021. The Final Steering Committee Meeting and the Final Conference of the EU funded project “Support for Public Administration Capacity Building in Turkmenistan” was conducted in the conference hall of Yildiz Hotel. The event was organized to report on the project results achieved during the whole duration of the project implementation and particularly on the achievements in development and potential launching of the MPA Program.
Honored guests of the event Ambassador Extraordinary and Plenipotentiary of the EU to Turkmenistan, Diego Ruiz Alonso, Programme Manager of the EU Delegation to Kazakhstan, Silvia Pietropaolo, Communication Officer, EUD to Turkmenistan, Nazik Avlyakulova, DAI Human Dynamics – Project Manager, Ivelina Dilovska, Project Team Leader, Folkert Milch, Rector of the Academy of Civil Service under the President of Turkmenistan (AoCS), Alym Annamyradov, Project Key Expert, Eduard Zakharchenko, International experts of the project, Pavel Ivanov, Harry List, Klaus Erdmann, Albena Taneva, , and representatives of the project stakeholders – Ministry of Foreign Affairs of Turkmenistan, Ministry of Education of Turkmenistan, Ministry of Finance and Economy of Turkmenistan, Ministry of Labor and Social Protection of Population of Turkmenistan, AoCS, Institute of State, Law and Democracy of Turkmenistan, Institute for International Relations of the Ministry of Foreign Affairs of Turkmenistan, International University for the Humanities and Development and Turkmen State University named after Magtymguly participated in the event.
The Steering Committee Meeting (SCM) was opened by Mr. Diego Ruiz Alonso. The Ambassador welcomed the participants and spoke about the activities performed by the EU delegation to Turkmenistan and the cooperation between Turkmenistan and the European Union. In his speech, Mr. Diego Ruiz Alonso noted the results achieved by the project. He expressed his appreciation for the achievements and for the efficient cooperation of the project, noting that the EU delegation is always ready for cooperation when it comes to prosperity of Turkmenistan.
Ms. Silvia Pietropaolo welcomed the guests of behalf of the EU Delegation to Kazakhstan and highlighted the project’s contribution to the Civil Service education field of Turkmenistan. She expressed her gratitude to the project team and to the stakeholders for delivering enormous support in successful realization of the project objectives.
The SCM Chairman Mr. Alym Annamyradov also expressed his gratefulness to the EU Delegation to Kazakhstan and Turkmenistan, the project team and his colleagues who made a significant effort and contribution to implementation of the innovations in the Academy and to strengthening the capacities of the AoCS and other training institutions in Turkmenistan.
Ms. Ivelina Dilovska thanked the guests and participants for the warmest feedbacks and cooperation. She highlighted the importance of the first MPA program in Turkmenistan and the potential positive changes in the country in the result of the implementation of this program. Ms. Dilovska expressed her gratitude to all the involved parties in realization of the project objectives and the hope for further cooperation.
Mr. Folkert Milch presented the achievements of the project where he listed the delivered results, key achievements under the components of the project, Modules of the Master’s degree program in Public administration (MPA), Results of the work on MPA Program, Development of e-Academy, the Project Extension, Learned Lessons and made some recommendations on further development of the AoCS.
The second part of the event, the final conference was opened by Mr. Alym Annamuradow where he spoke about the main achievements of the mutual collaboration between the EU Funded project and AoCS. He listed the conducted events, trainings, workshops, working and study visits to different countries, the activities organized to strengthen the capacities of the lecturers of AoCS and other partner institutions.
The event continued with brief presentations of the international experts of the project where Mr. Klaus Erdmann noted “In my opinion, such digitization project which is successfully implemented in Western Balkan region, could also be implemented in the Academy of Civil Service under the President of Turkmenistan. We will discuss this option with the Federal Ministry, but the Turkmen Academy may also overtake initiative with regard to upcoming new programs of the European Union”. The experts expressed their appreciation to the ambitious colleagues from Turkmenistan for cooperation and stressed on their significant contribution to the development of Turkmenistan.
The AoCS lecturers who took active part in the development of the MPA program noted the great success achieved with the joint efforts of international and national experts. They also mentioned about usefulness and timelines of the ToT workshops which supported to the development of the AoCS lecturers to comply with the international training standards.
During the event the participants also had a chance to review all the activities conducted within project through watching the video material prepared by the project. The participants were delighted with the events and results of the project and they were proud for taking part in these achievements.
The most important achievement would be the possibility to train Turkmen civil servants, who will after their graduation return to their areas of work in the public administration and be able to use and spear the knowledge gained and contribute to the economic prosperity of the country.
The event was concluded with expression of appreciation of the parties and the hope for further cooperation.
