Fifth Meeting of the Project Working Group on development of Master’s Degree program in Public Administration for the Academy of Civil Service under the President of Turkmenistan

Fifth meeting of the project working group (WG) on development of Master’s Degree program in Public Administration (MPA) for the Academy of Civil Service under the President of Turkmenistan (AoCS) was conducted on 20 September 2019, in the Paytagt business center, Ashgabat.

The European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” organizes the WG meetings on a regular basis. In the meeting the WG members discussed the project achievements for the reporting period July – September 2019 and planned further activities under the Project Component 2.

The team leader of the project Mr. Folkert Milch spoke about the project achievements related to development of Master’s Degree program in Public Administration for AoCS.  Most of the modules were ready for piloting and their implementation is foreseen for the upcoming year.  Main discussion point of the meeting was about lack of national and International experts for some specific modules as well as lecturers for teaching these subjects. After the discussion WG members suggested some experts as well as offered their help but later it was decided to conduct a separate meeting for this particular issue.  

The project key expert Mr. Eduard Zakharchenko presented detailed report about strength and weaknesses of the MPA syllabuses, teaching materials and literature. He emphasized the importance of collaborative work and made some recommendations for further steps. After the discussion, a representative of the Ministry of Education of Turkmenistan, the WG member Mr. Tachmyrat Jumayev expressed his assessment, saying: “Structure of the MPA modules was designed perfectly”.

The meeting continued with a presentation of the project expert Ms. Albena Taneva.  She presented the draft syllabus on Local Self-Government. Expert introduced the structure, content and basic concepts of the syllabus. First step in development of one more module was made successfully. Effective day was summed up with clear objectives and new ideas for further work on development and implementation of the MPA program in Turkmenistan.
