Ashgabat, 5 May 2020. Eighth meeting of the Working Group (WG) on the Development of Master’s Degree Program in Public Administration (MPA) for the Academy of Civil Service under the President of Turkmenistan (AoCS) was conducted in the meeting hall of the AoCS. The event was organized within the framework of the European Union funded project “Support for Public Administration Capacity Building in Turkmenistan” to introduce and discuss the newly developed modules of the future MPA program.

The meeting was organized with participation of the Rector of AoCS Mr. Alym Annamyradov, the Project Coordinator Mr. Babahan Berdiyev, regular members of WG – representatives of the AoCS, Turkmen State University named after Magtymguly, International University for the Humanities and Development, Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. The Project Director Ms. Ivelina Dilovska, the Project Team Leader Mr. Folkert Milch, representative of the EU Delegation to Turkmenistan Mr. Ilya Ikonnikov, international experts of the project Dr. Tatyana Zaitseva and Dr. Annika Jaansoo participated the meeting online.

The Project Team Leader Mr. Milch made a short speech about the status of the development of the MPA program.

Mr. Berdiyev also informed the participants about the status of the MPA program and that it is currently under review in the Ministry of Education of Turkmenistan.

Then, the Project Director greeted the participants and announced about the EC approval of 8-month extension of the project until the 16th of June 2021.

The project international expert Dr. Tatyana Zaitseva presented the “Management Psychology” module as a part of the MPA program. She introduced the set of materials for the training course “Management Psychology”, key course parameters, course goals, course objectives, course structure, structure of the syllabus, teaching and learning methods, competence formed and expected course results.

The project international expert Dr. Annika Jaansoo presented the module on “Methods of Research in the Social Sciences”. She spoke about the general characteristics of the course, course content, teaching and training methods as well as grading techniques.

The meeting continued with discussion of the status of the developed modules.  In this regard, Mr. Berdiyev said: “We should make a list of competencies the MPA program will develop in students” and Mr. Pirmuhammedov added to that: “It would be good if the statistics also will be included into the “Methods of Research in the Social Sciences” module””.  Mr. Milch proposed to have a separate meeting to discuss the above proposals in detail.

Thus, the MPA program was completed with more two modules.  It made a significant contribution to project efforts in achieving its objectives aimed at the successful implementation of the MPA program in the AoCS.
