LEARNING BEST PRACTICES

Recently,  within the framework of the EU funded project “Support for Public Administration Capacity Building in Turkmenistan” a working visit to the city of Tallinn, the Republic of Estonia and the city of Helsinki, the Republic of Finland, which are known worldwide as the most advanced countries in the field of digitalization, was organized in order to familiarize representatives of state institutions of Turkmenistan with the best European practices in the field of e-government and digitalization of the public administration system.

During the organized event on “Electronic Estonia”, the Turkmen delegation got acquainted with the step by step transformation of the country to the electronic system, as well as with the range of services that are currently available online, via the Internet. In addition, during the meeting at the Ministry of Economy and Communication of the Republic of Estonia, a bilateral discussion and exchange of opinions on the main areas of digitalization were held.

               In the meeting, held at the E-Governance Academy of Estonia, participants were introduced to the work done in order to achieve the current level, since the end of the 20th century. Currently, this academy, in collaboration with more than 200 organizations, has provided education/training to more than 5500 civil servants in 130 countries. Also, the participants were familiarized with the significant role of the academy in such areas as e-government, e-democracy, and cybersecurity

During the working visit, a meeting in Tallinn city municipality, Republic of Estonia was held.  During the meeting, the participants were introduced to the work of the city administration in the field of digitalization.

In addition, as part of the working visit, a meeting of the Turkmen delegation with the management of Tallinn University of Technology was held. During the meeting, the university management expressed great interest in cooperation with Turkmenistan, and also emphasized its readiness to participate in various projects in the area of digitalization.

The Turkmen delegation also visited the city of Helsinki, Republic of Finland. The participants were acquainted with the organizational structure and activities of the Tierra company, which is a provider of information technology equipment and software for the municipalities of Finland, another country that is a world leader in the implementation of digitalization. During the meetings organized by the Ministry of Finance of the Republic of Finland, the Helsinki City Council and the Population Registration Center of the Republic of Finland, participants were introduced in detail to the results achieved by Finns the development and implementation of digitalization in the above-mentioned areas.

In general, the experience gained during the working visit of the Turkmen delegation to the cities of Tallinn and Helsinki will help to determine important tasks in the field of digitalization.
