One of the key areas for improving the activities of the Academy of Civil Service under the President of Turkmenistan is the study of international best practices in this field, cooperation with international organizations and research centers.
In order to train highly qualified leaders and employees for state authorities and local self-government, as well as specialists for non-governmental institutions, the President of Turkmenistan signed a Decree on 20 January 2020, approving the Regulations on the Academy of Civil Service and its structure, as well as the Procedure for admission to study.
In this aspect, the Head of the state focused on the fact that the digital economy requires a new level of training.
The Head of Turkmenistan emphasized: “Modern industrial enterprises that have already been commissioned and continue to be built, the new industries being created in the country, need highly qualified specialists. Successful implementation of large-scale national projects and state programs implies a strong personnel component, including management”.
Within the framework of the joint project of the Academy of Civil Service and the EU in order to build the capacity of civil servants, a two-day training was organized for the teaching staff of the Turkmen State University named after Magtymguly, the International University for the Humanities and Development, and the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan. An international consultant Annika Jansoo, Doctor of Sociology, Professor at the University of Twente (Netherlands), conducted the classes/training.
It should be noted that the University of Twente is among the best research centers in Europe. The university offers educational programs in social, behavioral and technical disciplines. The university’s partners are major corporations, including Google, Philips, Boeing and Siemens.
The main topic of the training, conducted in an interactive format, was innovative approaches in the public sector and in the system of university training.
The project expert Dr. Annika Jaansoo presented relevant modern approaches to personnel management in the public sector of the economy. In particular, the leading foreign personnel management models based on digital platforms were presented, which take into account: basic motivators are material based; the most effective form of work is collective (team); clear delineation of duties and powers within the team; form of work is contractual (temporary); assessment of both individual and collective indicators; the possibility of career growth, training and development within the organization; clear management structure, etc.
Summing up the presentation, Dr. Annika Jansoo specified the priorities of the personnel management system, where teamwork dominates as the most effective form of organizing the activities of state authorities.
Summing up the first part of the training, Mr. Babahan Berdiyev, senior lecturer at the Academy of Civil Service noted that an effective personnel management system consists of methods for selecting, evaluating, motivating, training and developing the staff. These goals should be interconnected and subordinated, based on an integrated approach using digital components.
During the second part of the training, international practices and national experience of a number of leading European countries on the methodology of writing academic and methodological works in the system of university training were examined.
Ms. Guncha Ishangulyyeva, senior lecturer at the Academy of Civil Service, focused the attention of participants on the fact that in research and university practice, implementation is an important criterion, therefore, when formulating a topic, a researcher or a specialist in a public institution should have a good knowledge of production and its requirements at this stage.
Summarizing the training, it should be noted that the curriculum and programs of the Academy of Civil Service provide for the active use of scientific methods when students write their diploma theses, term papers, as well as articles and other publications aimed at a comprehensive study of the object of study, as well as introducing innovations into production.
